Run the published source-only kit under your organization’s control. It retains two public Bulla release receipts, signs two checkpoints, proves the append-only extension, and exports one closed candidate.
A valid candidate is NOT_COUNTED. W changes only after repository review attributes separate legal control, key custody, operational authority, and the operator’s relationship with Glyph.

Operate
Generate your own Ed25519 key, start the read-only service, ingest the exact 0.47.1 and 0.48.0 release receipts, and issue both checkpoints.

Publish
Expose the declared HTTPS read surface and publish the retention, privacy, and control disclosures. Do not submit private customer data.

Export
Run the candidate exporter and its checker. Inspect every public member; the candidate contains exact receipt bytes.

Submit
Publish the 15-member directory and submit only its public
package.jsonURL through the issue template.
What review can establish
One separately controlled operation retained the submitted public records and produced valid inclusion, consistency, and checkpoint evidence during the qualification probe.
What it cannot establish
Receipt truth, occurrence, continuing availability, production fitness, bond value, recourse, or a witness market. Externality remains an attributable institutional determination.
